Why was Italy so weak compared to Germany?

Mussolini took power in I think 1922. He had like double the time to prepare then Hitler did, why were they so useless? I mean even when France had lost its best men, and they joined in on the fighting, they almost got their *** kicked in the French Alps? Was it bad morale?
