If God punished Jesus for all of man's sins, why will he exact payment for those same sins again ...?

No, Jesus paid the price for all those who would believe on him, be baptized, repent and filled with the Holy Ghost. The punishment IS for those who do not repent of their sins and accept Jesus as Lord.
