Need help with freedom of speech and freedom of protest law?

I live in Maine. There is a bully who lives in the same building as my 80 yr. old mom who torments her endlessly. I have tried many things to get this to stop. I want to make some signs and protest in front of this building without using the bully's name. Can I do this without getting arrested? Any other advice would help me out alot. Note that this building is subsidized by the government...Can I stand on the sidewalk if not on the property itself?
